I have two systems running xubuntu, one is a laptop and the other is a
desktop.

On both systems the file /etc/update-manager/release-upgrades has
'Prompt=normal'.

Yesterday I upgraded the laptop to 21.04 by running do-release-upgrade, 
today I tried the same on my desktop machine but it still says "No new
release found."

I'm confused!  :-)

I'm very sure I didn't do "do-release-upgrade -d" on the laptop (can I
check, is it recorded anywhere?).  So what's going on?

Ah, the do-release-upgrade is still in my terminal history for root on
the laptop (I didn't have a -d) :-

 ...
 ...
 1964  do-release-upgrade
 1965  dpkg --configure -a
 1966  reboot
 1967  apt update
 1968  apt autoclean
 1969  apt autoremove
 ...
 ...


The "dpkg --configure -a" was needed because there was a minor error
at the end of the upgrade, apart from that it went very smoothly.
