Xubuntu prioritizes individual backdrop displays. For instance, when my laptop is connected to an external monitor, I have four different backgrounds being used

Workplace 1
laptop display   external monitor

Workspace 2
laptop display   external monitor

To have the same background on all displays, go to Settings Manager | Desktop for each display possibility and set the same background for each display.

It is obviously easier to right click on Desktop Settings when the mouse pointer is showing on the display you want toset.
