It helps to know what HP printer is at issue.As Marc suggests, start first with the standard software. Maybe your printer is newer than what is available with the HP version in the respositories. Only then do you need to turn to the HP install script from HP.
But, newer HP printers should also be CUPS compatible and not need a specific script (at least for basic printing features).

It appears from your message that the HP script requires software that is not included in the respositories for xubuntu 23.10.
Finally, a trick I have employed with HP printers is to install drivers for an older model that is in the same engineering path as the model I have (i.e., a deskjet 500 driver for the deskjet 550 I have). HP does not really change things in the same printer series. The trick is finding the right series for model of printer you have.
