Companies cannot switch to Avalon XAML unless a large portion of their
customers can use it.  Longhorn can not start to dictate website content
until it achieves large market penetration.  This would be for at least
3-4 years from now.

It's a question best asked when Longhorn is released and we can better
gauge how successful it will be.  Given that there is now genuine
competition and a desire to use said competition, Longhorn may never
enjoy the dominant success of previous Windows incarnations.
