Yes, hald was originally integrated for the removable media manager
replacement for the old vold.

If you're using gdm, the SMF service dependencies should ensure that
happens, but I don't think dtlogin's SMF service lists that dependency.
For manual startup, checking svcs hal reports it's online first should
work.
