This happened, because I used the web-interface at

No problem: Take me in 2002 for example. I not only live in Europe, but also 
dind't have a CC either.
Most sellers, however, will also accept www.westernunion.com payments, if you 
politely ask them in advance.
And shipping out of the U.S. (take USPS GlobalExpressMail with tracking, or 
their cheaper  "Economy" option) is the best and cheapest shipping option 
worldwide  (except out of Israel, wich seems to be even cheaper).
