I intended this to be a project gate, for collaborative development,
not a consolidation gate - I don't expect commits to follow the full
Sun process for putbacks to consolidation gates - no ARC review,
bug id, code review, etc. is required before committing to this gate
- we'll have all those steps when bits start moving to the main Nevada
gate. (You're allowed to do those if you want, but I won't complain
if you don't.)
