I've wondered before if that might not be the cause, but hadn't investigated.
I don't think there's any reason we swap the modifier masks on Solaris Xorg,
other than that's just the set Xsun used, and don't think it will break
anything, so I'll transfer the bug to the localization teams, who own the
xkb data files to have them fix.
