Found it,

rename /etc/X11/.xorg.conf to /etc/X11/xorg.conf and add in the 

Section "InputDevice"
        Identifier  "Keyboard0"
        Driver      "keyboard"
>>>        Option      "XkbLayout" "se"

# reboot

works.
