If this is a LCD, try shrinking the VertRefresh to 59.0 - 62.0 to force it to use 60Hz. The horizontal rate for 1680x1050 at 60Hz VESA is 65.29KHz, so the above h values should be fine.
If this is with an analog connection and you want 75Hz, the horizontal rate is 82.306KHz so you would need to bump the h range above: HorizSync 30.0 - 83.0 VertRefresh 56.0 - 75.0
