If you're proposing it as a new project, then once the final proposal
is put forward to community vote, and approved by the core contributors,
you send it to project-setup to have the web space established, and
then the designated leaders will be able to put content on them.
I'm not going to have time to put into the project setup right now -
I'm about to finish the TigerVNC 1.0 integration, and in the middle
of the X11R7.5/Xorg 1.7 integration right now.
