Xinerama allows all X clients, including window managers, to query the display topology. You can see this by doing "xdpyinfo -ext XINERAMA":
$ xdpyinfo -ext XINERAMA ... XINERAMA version 1.1 opcode: 150 head #0: 1024x768 @ 1024,0 head #1: 1024x768 @ 0,0 You would need to find a Xinerama aware window manager which allows you to control workspaces on each head. I'm not aware of a way to configure metacity to allow this.
