I've got similar problem:
$ setxkbmap -v pl_dev
Warning! Multiple definitions of keyboard layout
Using command line, ignoring X server

symbols: pc+pl_dev+sun_vndr/solaris(defaults)
geometry: sun(type6)
Error loading new keyboard description
