Yes, it is commited and there is some documentation in SpheresContactGeometry. The plastic slip must be requested explicitly by the user (the contact law) with SpheresContactGeometry::slipToEpsTMax (or slipToDisplacementTMax) where you specify maximum shear (T as tangent) strain (or displacement).
>From time to time, you should also call SpheresContactGeometry::relocateContactPoints, if spheres roll one on another.
