Register TimeStepper with YADE_PLUGIN as it should be (that's the reason it
wasn't reported as not being registered with YADE_BASE_DOC_* -- thanks Bruno
for pointing that out)

Oh, incredible! I did add TimeStepper in corePlugins, but I reverted
that, thinking it was not the problem : I commited only the registered
timeStepper!
I have indeed startup failure with 2038 now. Thanks for the fix.
