This is another reasonable option. The problem is you can have free particles 
in holes of
the packing, spining forever since they have no contact. They will give a 
finite kinetic
energy, but null unbalanced force. The latest is more relevant since such 
particles do not
correspond to non-static behaviour of the packing.
