Robert Caulk proposed the following answer:
Debian 10 runs a different version of libcgal [1] than ubuntu 16.04 [2].
The yade version you are using requires the older version of libcgal.
You can either manually compile the old version of cgal on Debian 10, or
update your Yade sources.
