please read [1] and provide more information. Like:
- in general what / why you simulate, some brief background, materials, 
dimensions, ...
- why there should be no force (usually forces or their effect is what you 
simulate)
- can the particles mutually move, or are rather like rigid body?
- if they move, does it produce some force?
- there won't be any force at the beginning, or forever?
- are there other particles in the simulation, or just two?
- ....

There are many possible options how to achieve this, correct approach depending 
on your needs. E.g.:
- clumping the two particles as a rigid body
- setting zero stiffness
- assign incompatible mask such that the particles does not interact at all
- ...
