The commandbelow should allocate 10.0.0.17 to the VM t1
nova boot --image cirros-0.3.0-x86_64-uec --flavor 1 --nic
net-id=759e99ad-ab94-49d6-b9f0-341b45827cc6,v4-fixed-ip=10.0.0.17 t1
This address is not allocated. The address allocate is on that Quantum selects
