quantum-dhcp-agent should pass --conf-file with no argument to dnsmasq
when no configure file specified instead not pass --conf-file at all

Bug description:
Without this option, the dnsmasq instance by quantum will use
/etc/dnsmasq.conf,
if user has some other configuration, such as pxe, will make
quantum-dhcp-agent
cannot launch correctly.
