Bridge and rules are not (re)created properly when the compute node
restarts

Bug description:
Nova-compute daemon does not apply the nova-compute-FORWARD rules properly on
restart. It does not ensure the bridge presence either. This makes restarting
for upgrade difficult.
Calling plug() on the network driver should help in proper startup.
