Extensions' test cases need to be split in the Cisco unit tests

Bug description:
When running the unti tests for the extensions with only the top-level
Cisco plugin configured (and no UCS or Nexus sub-plugins configured),
a couple of test cases which are UCS-specific fail. It will be better
to factor these out into a new UCS-specific test case module, such
that the other test cases can be validated even without UCS-specific
hardware.
