Bug description:
UCS driver in Cisco plugin
(quantum/plugins/cisco/ucs/cisco_ucs_network_driver.py) contains XML
templates - python strings each of which is used to form a body of
specific "Cisco UCS Manager XML API" request. The actual XML in these
strings contains a lot of errors: missing spaces between attributes,
lots of tags without enclosing symbol '>', etc. The corresponding unit
test (quantum/plugins/cisco/tests/unit/test_ucs_driver.py) fails.
