nova live-migration is broken by nova-conductor enforcement

Bug description:
nova live-migration no longer works. live-migration depends on direct
access to the database. A change was recently made to nova-compute to
raise an exception when the service tries to connect to the db
directly. The live-migration code needs to be updated to use nova-
conductore instead.
When attempting live migration, this error is raised:
