Does not really look like a Quantum Bug! The first attachment appears to have been lost in the migration from moinmoin. I'm pretty sure it's not been totally lost, but you might want to ask on the mailing list or IRC for it.
The second attachment is not even related to the Quantum source tree apparently, as it references https://code.launchpad.net/~cisco- openstack/quantum/l2network-plugin The original author is still a quantum core member even if not anymore with Cisco.
