Bug description:
When a new security group is added, the protocol should be lower case,
according to the ec2 api:
http://docs.amazonwebservices.com/AWSEC2/latest/APIReference/ApiReference-query-DescribeSecurityGroups.html
However, the protocol for a security group can be set to "TCP".
