This error occurs when running ./run_tests.sh.

error: horizon.egg-info/requires.txt: Permission denied

It seems that the owner of horizon.egg-info directory is root by
default. current user running this script doesn't have file
permission. This problem could be resolved by change the owner of
horizon.egg-info to current user.
