The error was introduced by a change to python-novaclient,
https://review.openstack.org/#/c/18578/ that according to the commit
message "update hosts and services API according to changes on nova". It
references a change in Nova that was abandoned.

Not clear if the bug is in python-novaclient or in nova. But
presumably at one point the client worked, and then the API changed?
