This issue is pretty out of date. A _LOT_ has changed sincee this was
filed.
Role management is over in keystone now.
Volume management is over in Cinder.
Almost everything else that was in nova-manage has been, or is being
migrated to admin API extensions.

I am playing around with nova-manage right now, it is not possible to ...
- list defined roles, a command like 'nova-manage roles list' is missing,
only "add", "has" and "remove"
- delete defined networks - I can define new networks but not delete them
like "nova-manage network delete"
- list defined volumes, a command like "nova-manage volume list" is missing
