It's been well over a year since this was opened, so it looks like
nobody has wanted this bad enough to work on it yet. I'm going to
transition the bug to "Opinion / Wishlist" state. I also linked this
bug to the nova-v3-api blueprint so that it is considered by those
looking at the next version of the OpenStack API.

When using the OS API, the state of an instance is generally just ACTIVE or
BUILD. "BUILD" is hiding a lot of different
situations - using the EC2 API you can see pending, terminating, networking,
...
We need this additional state to be surfaced in the OS API also.
