Cannot add an interface of other tenant to a router in Admin Router
panel
Status in OpenStack Dashboard (Horizon):

Bug description:
Admin Network/Router panel is prepared to connect networks of arbitrary
tenant to a quantum router.
However, only subnets which belong to the current tenant are listed in the
subnet list of "Add Interface".
This means that there is no meaning Admin Router panel exists.
