LBaaS:HAProxy driver: monitors expected codes upper bound is missed in
config

Fix Released
Bug description:
When configuring HTTP/S health monitors expected codes upper bound is not
included in the result haproxy config, for example:
health_monitor: {... 'expected_codes': '200-203' ...}
results as:
'http-check expect rstatus 200|201|202'
so '203' code is missed.
