AttributeError: No such RPC function 'report_state' in l3-agent

Bug description:
This bug is L3-agent version of
https://bugs.launchpad.net/quantum/+bug/1131446
The current default value of dhcp-agent is without state report, but
that of l3-agent is with state report.
Both values should be consistent since both state report is enabled/disabled
by one extension.
Personally it is not so important the default values should be with/without
*WithReportState.
devstack also needs to be changed in the similar way for dhcp-agent.
