NVP plugin must use dhcp_agent_notifier for metadata access network

Bug description:
The notification mechanisms used for configuring the metadata access
network on the dhcp agent is not working anymore on the NVP plugin.
The new notification mechanism introduced by the following patch should be
used instead.
Metadata access on tjhe NVP plugin currently does not work unless the DHCP
agent is restarted (as this triggers a fully sync)

2nd part of blueprint quantum-scheduler
Remove openstack openstack listener on DHCP agent side.
Add DHCPagent notifier on quantum server side.
