rootwrap filters need update now that dhcp agent uses metadata-proxy

Bug description:
initially only the l3-agent used the metadata proxy, so the rootwrap
filters were only in l3.filters. Now metadata-proxy can be used with
dhcp-agent, so we need to update rootwrap filters for that.
