provider networks: plugins should specify supported network types

Bug description:
We have had for a long time this TODO in extension/providernet.py
# TODO(salvatore-orlando): Devise a solution for allowing plugins
# to alter the set of allowed values
As a result, we already have a plugin-specific network-type in this module,
and more might come in the future.
It is probably worth addressing this in the current release, as the change
will just require the extension to check if the plugin has supported network
types and extend the resource attribute map accordingly, with the new
validation data.
