provider network for L3 gateways (NVP)

Bug description:
In the current implementation of the NVP plugin we are unable to leverage
multiple gateway services.
This would be somewhat limiting for large deployments.
The provider networks extension could be used to solve this issue.
A new network type can be added for NVP external networks, with the following
mappings:
physical_network_id => l3 gw service uuid
segmentation_id => vlan_id for logical router port attachment
network_type => 'nvp_external'
