Unnecessary dependency on quantumclient

Bug description:
As a result of this change: https://review.openstack.org/#/c/22062/
nova has an unnecessary dependency on quantumclient. This was not
required before and there does not seem to be any compelling reason it
should be now. Checking openstack_driver.is_quantum_security_groups()
before importing the quantum code should resolve this.
Attached is the traceback from trying to run nova without
quantumclient.
