scrubber and other utils do not read 'default_log_levels'

Bug description:
Glance version: 2013.1
scrubber and other utils call config.setup_logging(), which does not
read the 'default_log_levels' config option. That is not the same as
log.setup(), which is called in glance-api and glance-registry.
