Bug description:
the horizon documentation fort custom site branding has not been updated
correctly for Folsom

The CSS file referred to does exist, but is not the same format as
described.
the format referred to is the previous essex version of that file. As
the Django compressor is used, this file is now different and the
whole dashboard brand customization no longer works
The correct procedure needs to be documented so Folsom based
instances can be customized successfully.
