Actions in Admin Router panel should be removed

Bug description:
Admin Router panel is originally prepared to connect networks of arbitrary
tenant to a quantum router,
but as reported in bug #1146236, only subnets which belong to the current
tenant are listed in
the subnet list of "Add Interface". (This is different from the original
design)
During Quantum G-3, a fix was committed to allow non-admin user to connect a
tenant router directly
to an external network. Previously this operation needs to be done by admin
and it is the
main reason of Admin Router panel and it no longer seems to be unnecessary.
Considering the above, it would be better to remove forms create/modifying
quantum routers and
make router pane in Admin panel a one similar to instance pane
(which just provides information of all tenants).
At least the current UI behavior in Admin Router panel is confusing since
there is no difference
from Project Router panel and needs some fix.
