Bug description:
https://review.openstack.org/#/c/20263/ introduced a bug where nova
api crashes if a service catalog doesn't exist.
nova/api/auth.py pulls the X_SERVICE_CATALOG header, but if that
doesn't exist, explicitly passes the None on to the RequestContext.
The RequestContext now crashes because the code expects a list, as it
is defaulted in a kwarg to an empty list.
