Make sure you have the latest devstack. Security group support was
enabled in devstack very recently. You need to have this commit
3452f8eb8663a8cfc5733784d918b59947630cf8.

Security group operations return 404 when installed from devstack

Bug description:
When I installed Quantum according to the instructions here:
https://wiki.openstack.org/wiki/QuantumDevstack I was unable to
perform any security group operations. For example, security-group-
list results in the following:
ubuntu@quantum:/opt/stack/quantum$ quantum security-group-list
404 Not Found
The resource could not be found.
Other Quantum operations (port-list, net-list, etc.) work fine. I'll attach
the Quantum log and debug output from the command.
