VIF is not created if port-id is specified with quantum

Bug description:
When I launched an instance with "nova boot --flavor 1 --image <image> --nic
port-id=<port-id> <server>", I got an instance without VIF.
/opt/stack/data/nova/instances/<uuid>/libvirt.xml contains no interface
definition.
This bug is introduced by commit 394c693e359ed4f19cc2f7d975b1f9ee5500b7f6.
This commit does not take into account the case where port-id is specified.
