resolved by the fix for https://bugs.launchpad.net/nova/+bug/1153283
(https://review.openstack.org/24018) which is in Fix Released status.

live-migration leaves the status in MIGRATING on early failure
Status in OpenStack Compute (Nova):
Fix Released
Bug description:
When I try to live-migrate to the same host the nova refuses it, but
leaves the instance status in MIGRATING state.
The nova has the chance to correct the status before responding, but
it does not do it.
Status is not fixed automatically even after a longer wait.
Expected behavior:
If the live-migration request returns with an error message, everything
should be roll-backed to the original state.
