The LBaaS API gave the internal error when creating VIP for the pool
with existing Vip

Bug description:
Creating two VIPs with the same pool_id results in a QuantumError With the
following error: QuantumError": "Request Failed: internal server error while
processing your request."
it should give the 4xx message or more clearly such as the same VIP had
already existed.
