Bug description:
The 'failed_download', 'decrypting', 'failed_decrypt', 'failed_untar',
'uploading', 'failed_upload', 'downloading' state values are not in
the EC2 API documentation.
Expected resolution:
Use the 'available', 'pending', 'failed' as (visible) state.
