Resize revert operations fail with stack traces

Bug description:
Reproducing the problem is simple. The environment must be using
nova-network and the VLANManager:
1. Create a VM
2. Initiate a resize via the CLI (nova resize <instance uuid> <flavor id>
3. Wait for the resize to get into VERIFY_RESIZE
4. Issue a resize revert (nova resize-revert <instance uuid>
5. Observe the fireworks
This is definitely a problem with stable/grizzly and likely impacting
master as well.
