Bug description:
From code review, it looks like evacuate is hard coded to check for an admin
context:
https://review.openstack.org/#/c/25991/13/nova/api/openstack/compute/contrib/evacuate.py
There are policy checks in place, but looks like there are extra
checks that are not really needed.
Seems like better unit tests are also needed, just to double check the
policy checks work correctly.
