Bug description:
The _error_out_instnace_on_exception function in compute manager is
supposed to reraise the original exception.
Unfortunately, it sometimes attempts to raise `None`. The reason is
that Eventlet clears the exception stack when switching green-threads,
and the quotas call is outside the code to guard against that.
